The Civilian Marksmanship Program (CMP) promotes
firearms safety training and rifle practice for all qualified
U.S.
citizens with special emphasis on youth. The CMP operates through a network of affiliated
shooting clubs and associations
that covers every state in the
U.S.
The clubs and associations offer firearms safety training and marksmanship
courses as well as the opportunity for continued practice and competition.
The CMP was created by the U.S. Congress. The
original purpose was to provide civilians an opportunity to learn and practice
marksmanship skills so they would be skilled marksmen if later called on to
serve the
U.S.
military. Over the years the emphasis of the program shifted to focus on youth
development through marksmanship. From 1916 until 1996 the CMP was administered
by the U.S. Army. The National Defense Authorization Act for Fiscal Year 1996
(TITLE XVI) created the Corporation for the Promotion of Rifle Practice &
Firearms Safety, Inc. (CPRPFS) to take over administration and promotion of the
CMP. The CPRPFS is a tax exempt not-for-profit 501(c)(3) organization that
derives its mission from public law.
Del Norte Gun Club, being an affiliated shooting club,
subscribes to these tenets and therefore derives certain benefits of this
affiliation, the least of which is enabling any member attending a clinic and
satisfying several other basic requirements to purchase a surplus M1 Garand

Del Norte Gun Club holds periodic clinics sponsored
by the CMP. These clinics are solely for the members to become familiar with the
safe use of American Service Rifles. At the completion of each clinic, the
participant is awarded a certificate enabling them to qualify to purchase a
surplus service rifle. We will also
schedule a minimum of two matches this year.
After the completion of the 1000yd range and a clinic held to satisfy the
club’s safety and certification requirements for the use of that range, there,
likely, will be an across the course match (200yd, 300yd, and 600yd) held for
Service Rifle and Match Rifle. Only those folks who have completed the clinic
and/or have a classification card for 600yd from the NRA will be able to shoot
this match.
Del Norte Gun Club’s CMP youth program focuses on
teaching our young people the knowledge, skills, and attitudes to safely shoot a
firearm. Clinics are held for our young people, concurrent with the senior
clinics to enable some of our senior members to have their youngsters train in
similar topics but at the junior level. We conduct a safety briefing, instruct
in the correct, safe methods of firing from various positions, and instill a
respect for the firearm utilizing .22 rimfire rifles on a 50ft. range. The
instruction is stimulating and the course of fire is challenging. We encourage
every member to bring their youngster to participate in the junior program.
